Job Description

RESPONSIBILITY AND DUTIES:

  1. Work with the FEED contractor to identify long lead equipment (if any) 
  2. Assist in tendering and awarding long lead equipment (if any) 
  3. Assist in compiling approved vendor list
  4. Evaluate bidders purchasing and materials management capabilities for EPC5
  5. Assist with the screening of proposed contractor procurement capabilities. 
  6. Participate on the Bid Evaluation Team (technical portion of the evaluation). 
  7.  Evaluate Contractor proposed personnel for key procurement positions. 
  8.  Oversee contractor purchasing and materials management work on EPC5
  9. Review Contractor staffing plans to optimize use of manpower. 
  10. Ensure Contractor compliance to approved contractor procedures and contract coordination procedures. 
  11. Review and modify, as necessary, Contractor purchasing and contracting documents to ensure compliance with Company requirements including terms and conditions of the contract. 
  12. Review Contractor compliance with Company prevention of information brokering and business ethics guidelines. 
Oversight of Contractor on all key procurement execution activities: 


  1. Purchasing
  2. Order Administration
  3. Expediting
  4. Transportation
  5. Import/Export Activities
  6. Warehousing
  7. Spare Parts
  8. Surplus Material Disposal
  9. Ensure Contractor effectively manages procurement interfaces. 
  10. Appraise Contractor performance and enhance as appropriate. 
  11. Resolve any materials-related claims. 
  12. Cooperate with IPR and audit teams with respect to procurement. 
  13. Ensure orderly turnover of project (with regards to procurement) to the operating organization. 
  14. Document any Lessons Learned. 
  15. Maintain communication with UPP Materials SME and contribute to functional excellence
  16. Stay abreast of updates to the Acquisition Handbook, Procurement DOAG and other EMGSC procurement specific requirements. 
  17. Participate in functional sponsored/ required training, matrix meeting, and other Procurement events.

Requirements

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

  1. 5 years of Procurement experience 
  2. University/College degree required Intermediate to Expert Equipment and Materials Purchasing Skills (e.g. engineered equipment/bulks) 
  3. Ability to oversee and monitor EPC Contractor purchasing activities including track/monitor key equipment and material purchases
  4. Good interpersonal and communication skills
  5. Adaptable to changing priorities
